"Anti-Excel" reference needed: American Statistical Association (2000)

Hi,
 
At various websites, I came across the following incomplete reference + quote:
American Statistical Association (ASA, 2000) “Generic packages such as Excel are not sufficient even for the teaching of statistics, let alone for research and consulting.”
 
Does anybody happen to know the exact reference? Thank you in advance.

One 2007 article gives this link, but unfortunately it doesn't seem to be working:

The statement you provide appears to come from the "American Statistical
Association (ASA) Endorsement of the Mathematical Association of America
(MAA) 'Guidelines for Programs and Departments in Undergraduate mathematical
Sciences' ", a copy of which is available on the Villanova University website;
see:
 
 
Your statement appears in the subsection on "Supprt", about half way
down the page.
