Confidence Intervals

Does anyone know how to calculate a confidence interval (95%) for Cramer's
V in SPSS? OR does anyone know where I can find the formula to calculate
this stat?

If you go to ANALYZE --> DESCRIPTIVE STATISTICS --> CROSSTABS --> STATISTICS, there is a checkbox for Phi and Cramer's V.  I don't know if that is what you are looking for, but it may get you in the right direction.
