I have 1000 samples, each sample has 100 data. I would like to sample from the 1000 samples and ensure that each sampled data has a pass rate of 99%. Could you advise how to do it in SPSS Syntax?

I have never heard the term pass rate.
Please define.
Are the 'samples' in one file or 1000 different files.
Please in the future take the time to better describe the context of the problem if you expect assistance from others.

My guess is that you mean to say -- in the terms that we
are familiar with -- that you have 100 variables for each
of 1000 cases. Is that right?

"... a pass rate of 99%" does not remind me of anything.
What is that, in other terminology?

Or, what are you trying to do?
