Here is the error message. Either way
of trying to open the file gives the same result.

Hi Rick,
Your version 10 file should be
readable by version 17. To be of much help, we would need a few more details.
How do you try to open the file? If you
are double-clicking the file’s icon to open, see what happens if you open
it from the
File->Open->Data menu within
Statistics 17.
What happens when you try to open the
file? Is there an error message?

Is there a reason why SPSS 17.0 (I can’t bring myself to call it
PASW) would not be able to open an older (i.e., Ver 10) .sav file?
